Poplar Grove Community Council has been meeting since the 1980s. However various incarnations of the council have existed since at least the 1920s. At that time the council referred to itself as Poplar Grove Community Association and most often met at the old Edison Schoolhouse, also known at the time as the Poplar Grove School.
Today the meetings are held at the Pioneer Police Precinct, 1040 West 700 South, on the fourth Wednesday of the month with the exception of June, July, November and December.
